I mean, if they're having to do it, they already broke some rules. It's a punishment that is more sever than just jailing but less sever than banning so I like it.

I like this idea. And on this instanced world in the 3 hours, bosses should have significantly increased drop rates.

I think you should just delete the items that have been implemented or make a separate list underneath the new suggestions for them. A list that is concise and to the point has a better chance of being implemented
