Issue;
The max cape is -1 everything including STR, It also costs 100m + all 99's. compared to a very easy obtainable kiln cape, from almost every NPC and PVP kills which costs adv 7-10m.
Comp cape; Un-obatinable for anyone whom is PVP-tarded.
Suggestion;
Make the max cape equal to the kiln cape or +1 everything on the kiln cape.
Comp cape; Alt req's that allows instead of a 50 K.S / 1000 Wilderness boss monster's? this allows PVM'ers Or PVP-tarded players to obtain the cape without having wild suffer.
OR Hot spot Point's; a system that allows a player to "tank" in Wilderness hot spot's (Must be risking X item to receive points) 1 point every 120 second's need's 1000 for ALT comp cape. Would be a wilderness mini-game in the hot spot zone's the server already use's. <- don't know if this is possible
Comp cape and max cape customization system; would add more diversity between PVM & PVP clans, this would also help sync "some" money out of ECO as people would be maxing more often. with a few small updates it could help sync out A-lot of Currency's over time see below.
The numbers provided compared to ECO are VERY incorrect I'm just using these #'s as an example to get the idea across!!

Bone's exp rate decrease and drop rate decreased (over-all); dragon bones + added to BM shop, dono shop, pure point store, slayer master's & raids drop table. also adding bones X per Vote tickets and dono ticket's.
Con supplies could be raised or have additional costs like 1 BM, 1 magic token, 1 revent ether, per mahog table As the table gives 166k exp per table when used with genie.
Could add a fee to enter the wild Agil arena (50 of any BM or Revent Ether or magic token's per 10 -15 laps)
Unfinished potion's added to the shop for X per GP OR 10-15 for 1 Blood coin (for training) instead of spawn-able. (potions would still be spawn-able)
Could add a new blood effect to the perk tree "blood flask's" the ability for players to make flasked potion's outside of raids+ super anti-fire (note super CB (6), anti venom (6) and stamina (6) would only be created 50%) Secondary's could be added to the BM shop Or Dono shop for 3 tickets or 3 BM per flask.
Also adding 2 new enchantment's; 5 Super CB flasks (6) enchanted into 1 Overload (4) (Can't be used in wild) 35% success rate. Second enchantment; Overload (4) + 1-2 blood shard converts into 1 Overload (6) <- 25 - 5% success rate
also adding 5 brews (6) & 5 super restore (6) for 10-15 BM or X dono tickets. X dono or X vote tickets for 2 - 3 S.CB (6), 2-3 A-V (6), 2-3 Stamina (6) <- (S.CB, A-V, Stamina flask's would be unf flask having to buy secondary's).
Could be added to epic wild bosses drop table's for more "common" drops ex; Wildly wyrm, Blood tekton. The drop could be a flask pack once opened give's X of each flask & secondary pack once opened gives X of secondary's for S.CB, A-V, Stamina flask's
Could also make Blood flask Or Flask of fortune which gives additional 5% drop rate for 15 mins per sip (about the length of a noob raid run) 100 - 250 BM per flask secondary for this potion or droped by
