Should rules be changed to make repeated ragging = harassment?

My opinion: The server consitently loses players due to getting repeatedly ragged without permission from the victim. I have personally seen this become a serious issue for a very long time now. Ragging encourages toxicity and enables negative mindsets to persist. I personally have been ragged for rediculous reasons such as "you are friends with a person i don't like" or "you teleported from my fight".    When I would rag people consistently, an estimated 70 out of the 80 people on my list were no longer playing after the 1-3 months that I ragged them. 

General opinion of the server: ragging is a PvP style. Don't mess with raggers and they won't mess with you.

way too many threads have been posted about ragging at this point. staff are probably sick and tired of it.

they already made certain areas where u cant rag. and per the owner of the server "ragging is a pk style"
