'Blood Pool' At the Blood Pool doesn't currently function

Heyo,

Currently it seems the 'Blood Pool' perk on the blood money perk tree for the 10% discount is not working.

Tested it with buying something just in case the numbers were showing up incorrectly, but it seems the 10% is not currently in effect as the price is the same on both an account that has the perk (This one, Potato Man) as well as my alt.
